Charles Ware was one of a group of young men and women from the Boston area who acted as civil administrators on the Sea Islands, the first Confederate territory to be brought under northern control. They saw their mission as testing their belief, (not shared by many, including the military authorities), that former slaves could work as free men, responding to the same incentives and assuming the same responsibilities.
